Mrs. Teri Crawford
Vice Chancellor, Marketing, Public Relations, and Government Affairs
Mrs. Crawford has nearly 15 years experience in marketing/communications management and started her career as a graphic designer, editorial assistant, and photographer. Through her leadership, Mrs. Crawford has implemented branding and advertising campaigns, streamlined marketing operations, initiated the communication plan for the passage of a $295 million bond referendum, and led an effort to redesign the College website. Mrs. Crawford also serves as the college government affairs officer for local, state, and federal relations.
Mrs. Crawford has a B.S. in Business Administration from the University of North Carolina – Charlotte, and a MBA from Liberty University.
Dr. Allatia Harris
Vice Chancellor, Strategic Initiatives, Workforce Development, Community Relations and Diversity
Dr. Allatia Harris was named Vice Chancellor of Strategic Initiatives – Workforce, Community and Diversity in March 2013, after serving successfully for five years at the president of the North Campus of San Jacinto College. In her current role as Vice Chancellor of Strategic Initiatives, she works with business and industry leaders to insure that San Jacinto College workforce programs are aligned with the varied industry needs of the greater Houston region. She chairs the Workforce and Education committee of the Economic Alliance – Greater Port Region, and she works with an array of community organizations to increase access and opportunity for San Jacinto College’s diverse student body. She serves as a board member of the North Channel Area Chamber of Commerce and the Greens Bayou Corridor Coalition. She is the President Elect of the North Shore Rotary Club and a Paul Harris Fellow.
Nationally, Dr. Harris is president of the American Association of Women in Community Colleges. She serves on the Implementation Team for the American Association of Community Colleges (AACC) Twenty-first Century Initiative, and she is a member of theAACC Advisory Committee on Leadership Initiatives. She has recently begun work with the League for Innovation’s Faculty Voices Initiative, designed to advance College Completion.
Dr. Harris holds a doctorate in educational administration with a specialization in community college leadership from the University of Texas where she has been recognized as a Distinguished Graduate. She has pursued doctoral studies at the University of Southern California in communication, and earned master’s and bachelor’s degrees in speech communication, both from the University of North Texas. Dr. Harris came to San Jacinto College from the Dallas County Community College District (DCCCD), where she began her career as a faculty member and later served in a variety of roles at several colleges and in the system office.
Dr. Brenda Jones
Dr. Brenda Jones is an experienced educational leader having served community colleges for more than 12 years.
Previously serving as program coordinator for the San Jacinto College Central Campus continuing and professional development division, and as an adjunct business professor, she joined the South Campus in 2010 as the dean of business and technology. In 2012, she was named South Campus’ interim vice president for learning, and after a recent College-wide reorganization and national search, was named one of three campus provosts.
Prior to her administrative role at the South Campus, she served as dean of technical and professional education at Galveston College and worked for Lee College Huntsville Division as the division chair for instructors at four Texas Department of Criminal Justice prison units.
In 2011 she was nominated by her colleagues and peers to receive the Association of Educational Office Personnel (AEOP) 2011-2012 Boss of the Year Award. In 2012 she was one of 38 college administrators worldwide to receive The Chair Academy Idahlynn Karre Exemplary Leader Award, and this year was named one of the 2012-2013 San Jacinto College Excellence Award winners.
Dr. Jones earned her doctorate in Educational Human Resource Development from Texas A&M University in College Station, Texas; a Master of Science in Educational Administration and Bachelor of Science in Business Administration and Management from the University of Houston-Clear Lake; and an associate of art, associate of applied science, and an associate of science from Lee College in Baytown, Texas.
Mr. Kenneth Lynn
Vice Chancellor Fiscal Affairs
Mr. Ken Lynn became vice chancellor for fiscal affairs at San Jacinto College in June of 2007. As the vice chancellor of fiscal affairs, Mr. Lynn serves as a financial advisor to the Chancellor and the Board of Trustees, helping to implement all financial policies and procedures.
Mr. Lynn came to San Jacinto College from the Lone Star College system in The Woodlands where he served as the system’s deputy vice chancellor of finance and treasury. While at Lone Star (formerly North Harris Montgomery Community College District), Mr. Lynn provided leadership in accounting, financial reporting, external audit, cash management and investments, debt administration, tax administration, student accounts receivable and financial aid. He also served as the primary contact for bond counsel, financial advisors, investment bankers and banking relationships.
Mr. Lynn holds a bachelor’s degree in accounting from the University of Texas at Arlington. He is also a certified public accountant and holds a teaching certificate in secondary business administration.
Dr. William Raffetto

Dr. William Raffetto has been in education for more than 40 years, most of those at San Jacinto College. He began at Temple College, where he served as the director of financial aid and the director of guidance for nine years. He joined San Jacinto College in 1984 as dean of student services for the South Campus. Since then, Dr. Raffetto has served in a number of positions including vice president for student services at both the South and Central campuses. Most recently he served as vice president for enrollment services before being appointed to the interim provost position. Prior to beginning his administrative career, he taught high school English at Waxahachie High School in Waxahachie, Texas.
Dr. Raffetto is active in professional and civic organizations, and has served as president of the Texas Association of Community College Chief Student Affairs Officers. He was also on the board of directors of the Texas Guaranteed Student Loan Corporation from 1985-1988. Dr. Raffetto was president of the Southbelt-Ellington Rotary Club and is a Paul Harris Fellow with Rotary International.
A native of Ellwood City, Penn., Dr. Raffetto holds a bachelor’s degree in English and journalism from Duquesne University. He also holds a Master of Science and doctorate degree in counseling and higher education from Texas A&M University – Commerce.
Mr. Rob Stanicic
Chief Information Officer
Mr. Rob Stanicic is the acting chief information officer for San Jacinto College. Mr. Stanicic, who is a senior program director for Lockwood, Andrews & Newnam, Inc., began serving San Jacinto College as an IT consultant in July of 2006. Through his leadership at the College, Mr. Stanicic has improved the technology available for students and staff through many initiatives that include the upgrade of the Colleges IT infrastructure, continual replacement process for computers and hardware, delivery of IT support based on performance based service levels, implementation of emerging technologies such as virtualization, Voice over IP and open source tools, development of classroom technology standards for new and existing buildings and the upgrade of the Colleges website and cloud presence.
Mr. Stanicic has over 15 years of international experience as a management consultant and senior executive for professional services firms including Arthur Andersen and Ernst & Young. He has worked extensively across the globe delivering enterprisewide business solutions that leverage emerging technologies. His work has included business strategy development, organization transformation and information technology project delivery.
He holds bachelor’s degrees in commerce and information technology from University of Queensland-Australia and Queensland University of Technology-Australia, respectively.
Mr. Stephen Trncak
Vice Chancellor Human Resources
Mr. Stephen Trncak became vice chancellor for human resources in September 2009 with more than 25 years of human resources business partnering experience in the chemical, drilling and natural gas industries. Prior to his appointment as vice chancellor for human resources, Mr. Trncak served San Jacinto College as a human resources consultant, guiding the College in the creation and implementation of an accountability based performance management system, which was implemented throughout the College in the Fall of 2008.
As vice president for global human resources at Merisol USA LLC, a position he held for the past 14 years, Mr. Trncak was accountable for the creation and articulation of the company’s human resources strategic plan which aids in aligning and maximizing the human capital assets of the organization in pursuit of the mission, goals, and strategies of the business. Merisol was a joint venture company with tow partners, Merichem Company and Sasol ,Ltd, located in Johannesburg, South Africa. The joint venture had operations in the United States, United Kingdom, South Africa, and Japan. The creation of this joint venture required the mobilization and integration of employees around the world, thus unifying various cultures on a global basis to benefit the collective organization. This was accomplished by empowering and enabling the immense creativity and innovation of the global employees of the organization to align and commit, and buy-in to the company purpose and values. The transformation was successful due to the development and implementation of human resources programs around global talent development, culture creation, organizational structure enhancement, technology improvements, global leadership development and enhanced communication processes.
Mr. Trncak has also held senior level human resources management positions with Merichem Company, Panhandle Eastern Corporation, and Dixilyn-Field Drilling Company. These various positions and organizations have provided a tremendous platform for developing his broad based business acumen.
My passion and resulting joy for me in each of the positions I have held in the various organizations is having the opportunity to see individuals grow and establish long term successful careers benefiting them personally and professionally, and delivering contributions to the organizations enabling them to reach incredible levels of success on many fronts.
Mr.Trncak holds a Bachelor’s of Business Administration from Texas Tech University.
Mr. Van Wigginton
Mr. Van A. Wigginton is one of three San Jacinto College campus provosts. Mr. Wigginton began his career at San Jacinto College as a government professor in 1995. Since that time, he has served as the department chair for the department of social sciences, dean of liberal arts and sciences, and interim provost.
Mr. Wigginton has worked closely with local independent school districts (ISDs) in developing and expanding the College’s dual credit offerings. He also coordinated the GEAR Up Program with Pasadena ISD and is active in supporting numerous ISD partnership programs. He has also taught as a lecturer in political science at the University of Houston.
Mr. Wigginton serves on the Texas Higher Education Coordinating Board Undergraduate Education Advisory Committee and on the San Jacinto YMCA Board of Directors. He is a graduate of Leadership Deer Park sponsored by the Deer Park Chamber of Commerce.
Mr. Wigginton holds a doctorate in jurisprudence from the University of Houston. He has also pursued graduate studies in political science at the University of Houston, and earned a master’s degree in public administration and a bachelor’s degree in government, both from Lamar University.
Dr. Laurel Williamson
Deputy Chancellor and College President
A lifelong learner, Dr. Laurel V. Williamson is an innovative, visionary leader with over 25 years of career experience in education and leadership in a community college setting. She is a respected leader, instructor, and administrator with success in budget management, grant development, strategic planning, accreditation, curriculum and program development, and community outreach. She has substantial background in overseeing programs in professional/ technical, academic, and community and continuing education and in leading staff development and training.
Dr. Williamson has served as academic officer of Valencia Community College in Florida and Lower Columbia College in Washington. She also served as Director of Curriculum Development at Southwest Mississippi Community College.
Dr. Williamson is a member of the Board of Directors of the Victorian Interdisciplinary Studies Association of the Western United States. She holds a doctorate in English Literature and has published essays and poetry. She is a veteran of the U.S. Army.
