7-5 Revisions to Technical Programs
Minor revisions include an addition of or change in a laboratory fee, course sequence changes in programs, revisions of prerequisite courses within the program are and editorial changes that impact student advisement. Other revisions must be reviewed by the district curriculum committee prior to submission to THECB.
Faculty, adjunct faculty, administrators, advisory committees or THECB may initiate curriculum changes. The proposed revisions are submitted to the associate dean(s) responsible for the specific program. The initiator must have the revision recommendations reviewed by the department chair(s) and associate dean(s) on the campus(es) where the program is located prior to its being submitted. The initiator can decide to abort, postpone, modify or proceed.
Once the department chair(s) and associate dean(s) agree to the revised proposal, the department faculty names the curriculum proposal team. If the program exists on more than one campus, the membership of the curriculum proposal team will include at least one representative from each affected campus.
The curriculum proposal team convenes and selects its curriculum facilitator. The curriculum facilitator leads the curriculum proposal team. An explanation of curriculum proposal team membership and the responsibilities of the curriculum facilitator responsibilities can be found in "Roles and Responsibilities".
The curriculum proposal team selects its curriculum facilitator. The curriculum facilitator and curriculum proposal team convene to review the revision(s) and keeps minutes of the meetings. The curriculum proposal team addresses the "Considerations for Curriculum Proposals" (Appendix B). "Resources for Curriculum Proposals" (Appendix B) provides a list of materials to be used in preparing a proposal and a format for development of the proposal. Technical Program Revision Forms are located in Section D in Appendix A of this manual. If deemed necessary, the curriculum proposal team may update the needs assessment and feasibility study. Technical education program revisions must include advisory committee input.
Upon review and favorable support by the curriculum proposal team, the curriculum facilitator will summarize the revision proposal. The curriculum facilitator submits the revision proposal on the curriculum proposal form (only) to the webmaster for placement on the curriculum Intranet. The curriculum facilitator will disseminate information via the Intranet and will be responsible for responses to expressed recommendations. The curriculum Intranet will be updated to reflect recommendations. E-mail notifications of Intranet postings will be sent to all faculty and administrators via DL-Curriculum.
When revision proposal is completed, the curriculum facilitator will forward the curriculum proposal and THECB forms to the associate dean, the campus registrar and one of the following: dean of technical education (Central), dean of program development and institutional effectiveness (North), or dean of instruction (South). They will indicate that the proposal has been reviewed by signing the routing slip that accompanies the proposal.[9] The curriculum facilitator submits the proposal and signed routing slip to the vice president of instruction and to the chair of the campus curriculum committee. . The same proposal should be presented to all three campuses. The proposal should not be changed as it progresses from one campus curriculum committee to another.
The vice president of instruction places the proposal on the agenda. The chair of the campus curriculum committee schedules proposal presentations. The curriculum facilitator also submits proposal, forms, and the signed routing slip to all members of the campus curriculum committee. Proposals should be submitted to the campus curriculum committee members two weeks, but no less than one week, before the scheduled proposal presentation.
Curriculum recommendations expressed by the campus curriculum committee are directed to the curriculum facilitator for response and possible modification. Campus curriculum committee recommendations are reflected in the minutes. The campus curriculum committee minutes should include the name of the curriculum facilitator, the revision proposal, the motion and action. The campus curriculum committee secretary posts the minutes on the Intranet. The campus curriculum committee can decide to abort, postpone, modify or proceed.
If the campus curriculum committee approves the proposal, the chair(s) of the campus curriculum committee submits the entire proposal with forms to the vice chancellor of instructional programs and services for placement on the district curriculum committee agenda. The chair(s) of the campus curriculum committee also submits the revised proposal and forms to all members of the district curriculum committee for their review. Proposals should be submitted to the district curriculum committee no less than one week before the scheduled presentation.
For multi-campus programs, if recommendations from the campus curriculum committees differ, the curriculum proposal teams will work out the differences and submit one proposal[10] to the technical and associate deans for their review. If the proposal contains minor revisions, the district curriculum committee will review the proposal for information only. Minor revisions include an addition of or change in a laboratory fee, course sequence changes in programs, revisions or prerequisite courses within the program area. The district curriculum committee must review other revisions prior to submission to THECB.
Curriculum recommendations expressed by the district curriculum committee will be directed to the curriculum facilitator for response and possible proposal modification. If necessary, the curriculum facilitator may refer recommendations to the curriculum proposal team. District curriculum committee recommendations are reflected in the minutes and posted on the Intranet. The district curriculum committee can decide to abort, postpone, modify or proceed.
Any decisions can be appealed to the chancellor's cabinet.
If the district curriculum committee approves the proposal, each technical dean on a campus where the program is located submits the proposal to the THECB. The technical dean is responsible for addressing questions and recommendations from the THECB.
Following approval by the district curriculum committee, the office of vice chancellor of instructional programs and services will distribute the approved proposal to the vice president(s) of instruction, the registrars, the academic dean (C), the technical dean(s), the associate dean(s), and the department chair(s).
Following approval by the THECB, the proposal is returned to the technical dean. The technical dean notifies the webmaster. Before the first day of classes, the revised course syllabus must be on file with the associate dean, the vice president of instruction, and the vice chancellor of instructional programs and services.
Associate deans compile the course descriptions and submit them to the person(s) responsible for catalog revisions.
